New Stephan2021 ROIs

We need to check and add/update the ROIs in:

  • moon-coverage/rois/data/Ganymede_ROIs-Stephan_2020_PSS-Tab_2.csv
  • moon-coverage/rois/data/Callisto_ROIs-Stephan_2020_PSS-Tab_3.csv
  • moon-coverage/rois/rois_stephan_2020_pss.py
  • tests/rois/test_rois_stephan_2020_pss.py
  • Every 2020 mention should be upgraded to 2021.
  • The documentation and example notebook need to be updated accordingly.

This issue should also be propagated to the SPICE service to reflected in the new ROIs keys.
