Start/stop time milliseconds formatting issue

from ptr.datetime import StartTime, EndTime

StartTime('2032-09-24T18:03:23.999')
<startTime> 2032-09-24T18:03:23.999000 </startTime>

EndTime('2032-09-24T18:03:23.400')
<endTime> 2032-09-24T18:03:23.400000 </endTime>

startTime or endTime element contains extract digits '000', which don't seem to be valid for AGM:

ERROR timeline blocks LINE: 7 FDXmlParser: Invalid absolute time value 2032-09-24T18:03:23.999000
